The Bench noted glaring lapses in the investigation conducted by the police, including the failure to trace the missing person for several years.
It remarked that the facts on record point towards the possibility that the man may have died while in police custody, a matter requiring criminal scrutiny rather than limited habeas proceedings.
The Court strongly criticised the role of senior police officials, particularly the Director General of Police (DGP), for lack of supervision and accountability in such a grave matter.
